Government Print Vendor Partner (PVP) Contract – for central government customers 


Background
Centralised Procurement was mandated by the government in May 2010 as part of a series of controls to reduce spending.  Departments must commit volume spend and buy from centrally sourced contracts for all of the common goods and services categories covered by central procurement strategies.

Government Procurement Service awarded the Government Print Vendor Partner to Williams Lea on 1 July 2011
The Print Category Strategy and Print Vendor Partner (PVP) Contract Award have been approved by all Central Government Commercial Directors at the Procurement Reform Board (PRB).  Use of this contract is mandated across all central government departments, their executive agencies and non departmental public bodies.

Please note the current Print Services Framework agreement expires on 31 March 2012 and customers must migrate to the PVP contract by 1 April 2012.


Scope of the contract
The PVP contract is for a Managed Service Provider and Williams Lea will act as a central manager to the second tier supply chain.  The scope is as follows:


  • Basic design, artworking and premedia
  • Editorial and content services
  • Translations
  • E-publishing and accessible formats
  • Print sourcing through our managed, audited vendor base via catalogue and account management interaction
  • Stock management 
  • Fulfilment and distribution
  • Digital asset management (DAM)
  • Direct marketing
  • E-procurement of print
  • Printing Paper supply*
  • Envelope supply


The duration of the contract is for 4 years with an option to extend for a further 2 x 12 month periods.


*To be used as the replacement for the Buying Solutions paper framework which expires on the 31st March 2012
